Capital Improvement Program Overview

Following a comprehensive strategic planning process and approval from the Atlanta City Council, in 2000 the Department of Aviation embarked on what has become a $6 billion-plus Capital Improvement Program (CIP). The objective of the CIP is to support the Airport’s overall mission by planning, designing, building and maintaining substantial infrastructure facilities in a concerted effort to:

  • Meet projected growth in domestic and international travel demand
  • Reduce flight delays that affect passengers
  • Increase airfield and terminal capacity
  • Enhance overall customer service
  • Grow DOA business opportunities

CIP Key Messages

  • Hartsfield-Jackson’s CIP is the largest public works program in Georgia and has a significant impact on area economies.
  • Many of the professional and trade services companies, contractors, suppliers and other businesses working with the CIP to plan, design, build and maintain capital projects at Hartsfield-Jackson are registered disadvantaged and minority businesses.
  • Major CIP projects include:
    • Hold Baggage Screening rooms, completed in 2006
    • Runway 10/28 (fifth runway), completed in 2006
    • Rental car center and ATL SkyTain people mover, completed in 2009
    • Maynard H. Jackson Jr. International Terminal, scheduled for completion in 2012
  • Other capital improvement projects support the renovation and expansion of existing facilities, including the passenger and air cargo terminals, Transportation Mall and Automated People Mover system, as well as airfield and Airport access roadways and parking facilities.
  • No local or state taxpayer dollars are used to fund Capital Improvement Program projects.
  • The Capital Improvement Program benefits domestic and international travelers by increasing airline and passenger capacity, and by improving the overall customer service experience.
  • CIP projects maintain, renovate and build the capital infrastructure facilities necessary to attract and retain business in Atlanta and the state.
  • CIP projects create thousands of jobs.
