By early 2006, approximately 2,720 residences have been acquired at a
total cost of $71.5 million. The sound insulation program was initiated
in phases. During the first phase, more than 1,700 structures received
insulation. The scope of the sound insulation program generally consisted
of methods which involve storm doors and windows, sound protective exterior
doors, attic insulation, mechanical systems, and electrical revisions.
Each eligible structure received an individual noise insulation survey
to determine what sound attenuation method was needed. Residents participating
in the acoustical treatment programs have been required to also participate
in an avigation easement program. Avigation easements allow the Airport
to operate aircraft over a particular land area under a long-term agreement
